Founding Partner

Dan is the founding partner and head of Dan Hay & Co., one of Israel’s leading law firms in the fields of privacy protection, personal data, data security, cyber law, and intellectual property.

One of Israel’s most prominent, senior and skilled attorneys in privacy, data protection, and cyber law. Advises a wide range of organizations, including banks, insurance companies, retail chains, distributors, telecommunications companies, and healthcare organizations. The firm’s philosophy, established by Dan in 2005, is to enable processes rather than hinder them.

Specializes also in intellectual property, sports law, litigation in the firm’s areas of expertise, with a focus on class actions, privacy protection, copyright law, and defamation, as well as serving as an arbitrator and mediator in these fields.

As a former member of the Public Council for Privacy Protection (2007–2012) and the longstanding chairman of the Privacy Protection Committee at the Israel Bar Association (2005–2024), Dan has extensive experience in legislative counseling. Roei Dayan, Adv.

AI & International Data Protection Department

Roei is an attorney in the AI & International Data Department, specializing in privacy, data protection, and global regulation.

Roei provides ongoing legal counsel to technology companies, startups, and international organizations at the intersection of law, technology, and regulation. He has extensive experience in leading cross-border compliance projects, developing strategies for managing privacy risks, and formulating internal policies to ensure compliance with international regulations such as the GDPR and CCPA.

Roei advises global clients and technology companies on managing and utilizing personal data and databases, facilitating international data transfers, and aligning their operations with Israeli and international legislation, including addressing the unique privacy challenges posed by advanced AI systems. Additionally, Roei has experience in managing privacy risks in commercial agreements and adapting contracts and privacy policies to meet Israeli and global regulatory requirements.

Before joining the firm, Roei completed his legal internship in the commercial department of a leading law firm.

Tomer Finkelstein , Adv.

Tomer is an attorney in the International AI and Data Department, specializing in privacy, data protection, and global regulation.

Tomer provides ongoing legal counsel to technology companies, financial institutions, and international organizations operating at the nexus of legal, technological, and regulatory frameworks, with particular expertise in aligning their activities with the unique privacy challenges posed by advanced AI systems.

Tomer advises clients on the management and use of personal data and databases, cross-border data transfers, and regulatory compliance, including under the GDPR, CCPA, and Israeli law. Tomer has extensive experience leading international compliance projects, developing internal policies and organizational privacy risk management strategies, and drafting privacy policies and legal agreements tailored to both local and global regulatory requirements.

In addition, Tomer advises on privacy risk management in commercial engagements, represents clients in legal proceedings arising from cybersecurity and privacy incidents, and supports organizations in responding to regulatory audits and drafting legal opinions in the field.

Before joining the firm, Tomer completed his legal internship in the commercial litigation department of a leading law firm and worked in the financial sector at one of Israel’s top investment houses.
